Tips on how to get a cat to mourn more without food?

My new 2 years old i just adopted a cat meow. Perhaps one or two quick meows a quiet day. She's not shy or nervous at all. The only time I can do is talk with raw chicken or something like that out. This may sound crazy but is there any cat experts know some tips to encourage a cat to talk more, without food? lol I love to hear them talk and it bothers me.
