Is there a risk of Salmonella in frozen chicken or beef?

Salmonella is usually associated with raw or undercooked poultry fresh meat and eggs. What about fresh products frozen? I know that the Salmonella, if present, can be killed when food is cooked to temperature. Does the freezing temperature of frozen foods (like frozen chicken breasts, etc.) to kill salmonella, as well?
